Tram services are available in Cities: Skylines Snowfall. Trams operate on tracks and are stationed in tram depots when inactive. Tram tracks can be built on existing roads with versions of the tracks. Tracks can also be standalone with no road beneath them. Trams are capable of transporting 90 passengers with vanilla trams.
Yes you can use trams on maps other than the snow ones. They're great because they have built in lanes, like the bus lanes and bikes. So you bought Mass Transit without fully reading what was and was not included in it, assuming that trams were. There are no tram stops visible but I expect them to be in the middle of the road for both directions. there is a tram depot that has rails connected to a tram line street. there might be trams running on other roads (or even cross country, at least I hope so) but there is no indication of that right now. there seems to be a smaller bus now I want trams in my city but don't really want to spend £10 just to get them.

Trams had been asked for since before release and they released them in Snowfall with the logic that trams were not impeded by snow as other vehicles were. A mass transit DLC was not envisioned at the time. So you bought Mass Transit without fully reading what was and was not included in it, assuming that trams were. There are no tram stops visible but I expect them to be in the middle of the road for both directions.
